Assistant City Manager Tom Wood, Anaheim, CA In explaining the business of public management, Tom Wood has said that excellent public corporations are those whose clients seldom know they exist; they simply get the job done quietly and effectively. This understanding has come from serving in 11 positions in three distinctive cities over the past 30 years, resulting in a management philosophy committed to "making things happen." Wood grew up in Southern California and did his undergraduate work at Whittier College, earning a B.A. in Political Science in 1974. One year later, he received his Masters Degree in Public Administration from the University of Southern California. While at USC, he explored public sector employment opportunities and settled with the City of Long Beach. Always assuming he would pursue the traditional city management track and move from smaller to progressively larger cities, his Long Beach engagement changed the plan. Working for a city manager who believed in moving his people to tackle critical challenges, Wood found himself solving public safety, financial, community development, public works, and community service problems in nine positions over a 13 year period. Pursuing an interest in all those things that keep cities running, Wood accepted a position with the City of Pasadena as Public Works Director in 1988. A city of traditions and quality services, it was not uncommon to attend a neighborhood meeting where the person who "wrote the book" was in the was in the audience. An energized management team focused on facilitating rail transit, automating traffic management, beautifying neighborhoods, implementing new work methods, and replacing antiquated facilities. Moving back to the city management track, in 1990 Wood was appointed Anaheim's Deputy City Manager, and in 1999 Assistant City Manager/Chief Operating Officer. His role could be characterized as doing "everything and anything" in the public sphere, from negotiating billion dollar economic development agreements (he was the lead public negotiator for the Disneyland Resort expansion) to resolving responsibility for tree roots in sewer lines. His overall focus on unparalleled service in public delivery is consistent with the expectations of Anaheim based organizations. Through it all, Wood has enjoyed passing on his experiences as a public speaker and past instructor at the graduate level, teaching courses in productivity, finance and administration. Telling the public's story to concerned citizens and future leaders has been a way to give back some of the great satisfaction that has come from making people's lives better. Asked why he chose the challenging profession of public management, he responded, "In what other business can you fight crime, put out fires, build houses, unplug sewers, and still have the evening free to take your family to Disneyland?"

As a professor and lecturer, Mr. Hallman has taught business law and economics at East Kazakhstan State University and has lectured on agribusiness policy at Arizona State University. He has written various texts and books, including "How to Do Business in Kazakhstan," published in 1999. As a community volunteer, Mr. Hallman has devoted time to local charities like East Valley Habitat for Humanity, Assistance for Independent Living and Tempe Community Action Agency. He has served on the Tempe Aviation Commission and as a board member on the Airport Noise Abatement Committee. Mr. Hallman and his wife, Susan, are raising three sons: Louis, Eli and Marcus. They live in a north Tempe neighborhood where Mr. Hallman was raised.

Mayor Timothy Davlin, Springfield, IL Mayor Tim Davlin has held the office since April 2003. Since taking office he has overseen great change in downtown Springfield, including the opening of the Abraham Lincoln Presidential Library and Museum. Tourism efforts have accelerated to the point that Springfield has hosted nearly a dozen auto shows, the Cadillac of which is the highly successful Route 66 Mother Road Festival. Improvements to the city's infrastructure have been accomplished along with expansion of programs to help small businesses grow and prosper. Following the March 12, 2006 tornadoes that struck Springfield, Mayor Davlin marshaled hundreds of workers and thousands of volunteers to get the community back on its feet. Unfortunately, some businesses are still rebuilding but progress is being made to get everyone back to normal. Mayor Davlin shares his city leadership knowledge with other communities as he is a Member of the Board of Directors of the Illinois Municipal League. He serves on the Board of Directors of the Greater Springfield Chamber of Commerce, and the Mid-West Truckers Association, Inc. Davlin is a Griffin High School alumnus and holds an Associate Arts Degree from Springfield College. He attended Sangamon State University (now University of Illinois at Springfield). Davlin worked two (2) years for the Sangamon County Sheriff's Office as a Non-Merit Deputy, beginning in 1980. Davlin's community involvement includes current Past President, Past Secretary, Board of Managers for Oak Ridge Cemetery, Past Grand Knight (4-terms) and Past Trustee for the Knights of Columbus Council 364; Past President (4-terms) Past Board Member, Springfield Columbus Home Association; Past Board Member, Past Secretary for Springfield Catholic Charities; long-time blood and platelet donor for the Central Illinois Community Blood Bank (10-gallon+ donor), current Co-Chairman of Breadline Sunday for St. John's Breadline and current Secretary/Treasurer and Past President for Sons and Daughters of Erin. Davlin is a member of the Knights of Columbus Council 364 and the 4th Degree Bishop Griffin Assembly. He was one of the youngest members to be inducted into the Knights of Columbus Diocesan Hall of Fame for exemplary service to the organization. He is a member of St. Agnes Parish in Springfield, and has served on various fundraising committees during the construction on the current school and church. He began his business career in the financial and insurance arena in 1981 when he became a registered representative with AXA Advisor, LLC. He has provided financial products and services to individuals and businesses including financial, retirement and estate planning: asset allocation, annuities, life insurance and mutual funds. Mayor Davlin has four (4) children; Tara, Shalaigh, Ryan, and Mallory. He has three (3) grandchildren; Connor, Cole, and Chloe. His Mother is Norene O'Brien Davlin and his deceased Father was Robert E. Davlin, a principal founder of the law firm Livingstone, Mueller, O'Brien and Davlin, PC. Davlin has six (6) siblings, CarolAnn Walton, Kathleen, Michael, Patrick, Kevin and Maureen Davlin.
