Steps in achieving this effect in Ms. Paint:
1. Make a blank (black) copy of the photo/painting/drawing in another instance of Ms. Paint.
2. Use this "Pointillism Effect" to make broken borders: http://www.nerdparadise.com/tech/apps/mspaint/fuzzy/
3. Copy it in the original photo/painting/drawing.
4. Set transparent mode and right-click on black so that the shape appears through.
5. Do the upper-left part.
6. Do the lower-right part.
7.Crop it all by moving the photo/painting/drawing in the upper-left corner and dragging the small dot on the lower-right up.
8. Save and you're done!

I did this project for class, Georges Seurat is most famous for coming up with the style of pointillism, which are little dots next to each other of colors that you blend optically with your eyes.
A tribute to Laurel and Hardy leads to a deeper, more meaningful headnod to an influence every young boy should have; his grandfather. Amazing artwork, insightful commentary and a stunning finished product.
"Georges Seurat is remembered as the inventor of pointillism and creator of the famous painting, A Sunday on La Grande Jatte.
His incomparable drawings have been the subject of a fantastic exhibition at the Museum of Modern Art in New York.

If you have a chance wear headphones for this one. On the last painting, depending on how you view it, it appears to pulse.
I happened to finish three paintings on the same day. They were in the works since late November.
I did the music too. Just basic barre chords put through a few heavy filters.
