(June 2008 news item from www.expatica.com) Recently in E. Holland, the police conducted an operation where Dutch users of "joints", or presumably tobacco/marijuana cigarettes, were watched inside a local marijuana coffee shop smoking the joints. When the patrons left the shop to return home in their cars, they were stopped and given tickets for "driving under the influence of marijuana joints". About 50 were arrested. It is unknown if any of the arrested will contest the charges.
There is possibly some new evidence, not widely circulated, that the tobacco/marijuana combination may actually produce some significant impairment. I have never seen any studies about this.
In the U.S., Mexico, Canada, Australia, New Zealand, South and Central America, and in the Carribbean, hardly anyone mixes marijuana with tobacco; they generally use it pure.
Also, tobacco users who use pot in those areas (and probably in many other areas as well), but who do not mix their marijuana and tobacco together in a pipe or joint, should have no driving problems. (At least, that's the assumption here.)
In the U.S., on the other hand, there is the trend of blunts style joints, which have at least some tobacco.
If it's true that the tobacco-marijuana combination is as seriously impairing as some may think, this could be further bad news for those who smoke the tobacco-marijuana mixture.
Note: I refer to the referenced article from Car and Driver quoting a Dr. Alan C. Donelson as working for the "Nat'l Safety Research Institute". Should be, "Highway Safety Research Institute".
