(AP) - A deputy who was videotaped dumping a paralyzed man out of his wheelchair onto a Tampa jailhouse floor turned herself in. Jail records show Charlette Marshall-Jones was booked into the Orient Road Jail early Saturday morning. It is the same jail where Marshall-Jones worked. She is accused of tipping 32-year-old Brian Sterner out of his wheelchair. A videotape of the incident has been widely circulated. The Hillsborough County deputy was charged with one count of felony abuse of a disabled person and released after posting $3,500 bail. Sheriff's Office held a press conference at 10:30am regarding the deputy who can be seen on video dumping a man in a wheelchair onto the ground. They've announced that Deputy Charlette Jones has been relieved of her duties without pay pending the outcome of an investigation. She has not officially been terminated. Jones has been employed by the Hillsborough Co. Sheriff's Office since 1996. Chief Deputy Joe Docobo watched the video for the first time last night and said he found himself in "disgust" and was "appalled at every level." Docobo also announced that two corporals and a sergeant involved are now on administrative leave with pay, and the jail supervisor on duty did not have knowledge of the incident. Brian Sterner broke his neck almost 14 years ago and is a quadriplegic. Sterner, who can drive, was arrested on a traffic violation. When he was booked into the Orient Road Jail last month, Sterner couldn't believe what happened. He says a deputy looked at him and didn't believe he was a quadriplegic. She walked behind him, took the handles on the back of the hospital-grade wheel chair and dumped it forward. Sterner says he tried to roll as he was going down, but hit so hard he thought he had broken two ribs. Then, while he was on the floor, deputies frisked him and tried to get him back into the chair. Sterner says he told them how to pick him up and put him back into the chair, but because he can't feel anything from his breastbone down, he says he was injured and didn't know it. Sterner thought he had broken two ribs, but jail x-rays showed that wasn't true. The Hillsborough Sheriff's Office didn't know anything about the incident until we showed them their own tape. Now an investigation is underway. J.D. Calloway, a spokesman for the Sheriff's Office, says this has all come to light today, so this review is very active. While we tried to get a written report about the incident, the major who runs the Orient Road Jail told us there is no incident report, because as far as they are concerned, they didn't have a problem with, or cause a problem to, an inmate in a wheelchair. But don't tell that to Brian Sterner. Sterner says it's incredibly degrading and it's an example of how poorly trained the Hillsborough Sheriff's Office is. He adds, if they're trying to figure out if somebody needs to be in a wheelchair or not, there are many other ways to do it than to dump somebody on their face. A memorial service for Sergeant Chris Reyka begins at noon at the Bank Atlantic Center in Sunrise. Immediately following the memorial service, Sergeant Reyka will be laid to rest. Today's funeral service will be at the South Florida VA National Cemetery.

A Gwinnett County teenager was arrested early Friday and charged with the Thursday night shooting deaths of his two young sisters and his mother, a Gwinnett sheriff's deputy. Deputy Joy Deleston was a single mother and aspiring actress who had played supporting roles in several local independent films. Should we laugh or should we cry? South African President Thabo Mbeki fired his deputy health minister (Nozizwe Madlala-Routledge). Madlala-Routledge is best known for being the outspoken and fiercely independent deputy to South Africa's health minister, Manto Tshabalala-Msimang. She has reportedly taken a stronger line on the HIV/Aids pandemic than her minister. Mbeki dismissed her following reports that she had gone to Spain to attend an AIDS conference without his permission. She travelled to Madrid with her son and a consultant at a cost of R160 000 to the taxpayer without seeking Mbeki's approval. Madlala-Routledge's aides told a newspaper that there had been a mix up in dates and she had already arrived in Spain by the time she received word from the president she should not go. AIDS activists have been highly critical of her boss, Health Minister Manto Tshabalala-Msimang, who promoted garlic and lemons as a remedy for AIDS and mistrusted antiretroviral medicines. Mbeki attracted flak some years ago for questioning the link between HIV and AIDS. Tshabalala-Msimang was ill for nine months. Madlala-Routledge, who has been praised by civil society for her stance on the HIV/Aids pandemic, was recently elected to the central committee of the South African Communist Party (SACP). The SACP is in a tripartite alliance with the ANC and the Congress of South African Trade Unions. Reports of infighting in the alliance have proliferated ahead of the scheduled election of the ANC's president in December. South Africa's main AIDS lobby group, the "Treatment Action Campaign" (TAC) which forced the government to provide free antiretroviral treatment to sufferers, said Mbeki had made a huge mistake. "This is a dreadful error of judgement that will harm public healthcare and especially the response to the HIV epidemic," the TAC said in a statement. "It indicates that the president still remains opposed to the science of HIV and to appropriately responding to the epidemic," it said. She should also have realised she was exceptionally vulnerable, given her poor relationships with President Mbeki and Health Minister Manto Tshabalala-Msimang. The trip gave them ammunition to use against her. It is no use looking for presidential consistency. Deputy President Phumzile Mlambo-Ngcuka remains a darling despite a more scandalously wasteful outing to Dubai, while Winnie Madikizela-Mandela was sacked by her ex-husband for insubordination over an unauthorised flight to Angola. No, Madlala-Routledge was targeted specifically because she openly acknowledged some of the failures of the Health Department. In interviews last year she admitted disagreeing with the government's policies on Aids. And this year she described conditions and baby deaths at Frere Hospital as "a national emergency". For that she was slapped down by Mbeki. When Manto was on sick leave she was shown up by Madlala-Routledge. Activists and health workers were reinvigorated, believing that government had turned away from Aids denialism. Mbeki has dealt a huge blow to those hopes. Now the government's Aids policy will be under renewed scrutiny for signs of going backward. But I prefered Deputy Dawg, because it was so localized to the South, where I'd never been up to that point in my young life. Little did I know I'd later meet real life versions of Deputy Dawg and his nemisis, Muskie the Muskrat, his sidekicks Vincent Van Gopher and Roger Raccoon, etc. :-)
