Nakajima Nobori is a member of the Shinsengumi who has *not been featured in any manga or anime such as Peacemaker Kurogane, Gintama etc which is very ironic because he was a painter! This clip really starts the entertainment part of the Nagano 1998 Olympic Winter Games closing ceremony. First, the emcee for that night was Kenichi Hashimoto. According to what it was told here, he's a Japanese comedian. I think I got the English spelling right in this case. Second, the children perform the "sasara dance," which will lead to the introduction of the taiko (太鼓) drums and other instruments. An ensemble of them (組太鼓) is used here. Also, the nobori (幟) banners are used here. It is a Japanese version of advertising of what is going on at any sport event or festival. Info gathered here came from Wikipedia.
