Z1に続き、1972年に開発が始まった0280は、ビックバイクのカワサキを盤石すべく、もう一枚の看板である2ストマッハシリーズの刷新を狙った後継機モデルで、
斬新な水冷2ストスクエア4気筒エンジンを搭載していた、
ピストンバルブの左右2気筒×2のレイアウトで、排気量は750cc、最高出力75馬力、最高速度200キロを目指し、順調に開発は進んでいたという、
しかし、1973年中東戦争を端を発した第一次オイルショックと、メインターゲットであるアメリカで始まったマスキー法と言われる排出ガス規制（当時世界一厳しいと言われ、あまりの厳しさゆえ74年には、一旦廃案になった）のダブルパンチを食らい、
