"Melting The Ice - Fighting Methamphetamine". If it isn't in your community yet, it will be. Methamphetamine kills people every day and knows no boundaries. Coalitions and concerned citizens everywhere can play a part in slowing down this plague. During this hour-long broadcast, we'll hear from law enforcement about the realities of fighting a drug that is "homegrown"--made using over-the-counter cold medicines and household chemicals. The drug is dangerous and so are those who make it. If you come across a lab by accident, the results could be catastrophic. Find out the signs of meth use and meth production so you can help take back your community from this ravaging drug epidemic. We'll see how community involvement can make a difference. One grassroots program that began in America's heartland is now a model for the rest of the country. A frontier city of 50,000 people is addressing all facets of the meth problem, from helping drug endangered children to increasing treatment capacity. Jim Wingo, Missouri Highway Patrol - Jim Wingo is presently a Narcotics Investigator with the Missouri State Highway Patrol and has been assigned to the division of drug and crime control since 1989. Wingo has served in law enforcement since 1978, with the last 22 years in the Missouri State Highway Patrol. He has worked in Narcotics since 1989, with emphasis on Clandestine Labs. He began his Clan Lab Enforcement training in 1996, and from 2000-2004, was Clan Lab Training Coordinator for the Missouri State Highway Patrol. Cristi Cain, State Coordinator for the Kansas Methamphetamine Prevention Project - Cain has worked in communities across Kansas implementing strategies that have proven successful in addressing the meth problem. She has presented and provided trainings at local, state, and national levels and has provided testimony at a Congressional hearing. In March of 2006, Cain received an Office of National Drug Control Policy Director's Award for Distinguished Service for her dedication and leadership in combating methamphetamine. Cristi received a Bachelor of Science in Psychology from Kansas State University. She has received specialized training in methamphetamine addiction, drug endangered children's issues, and has received clandestine laboratory certification. Tom Pagel, Chief of Police, Casper, WY - Tom Pagel is a lead player in his city's efforts to reduce meth use and meth-related problems. Prior to his tenure as the Chief of Police, Pagel served as the director of the state's Division of Criminal Investigation for 12 years. During Pagel's tenure as director, the DCI team developed the Wyoming Methamphetamine Initiative, and ensured the passage of HB-59, the controlled substance bill. Pagel started with DCI in 1979. He was the 1989 recipient of the Wyoming Peace Officer of the Year Award and the 1999 recipient of the Western Governors' Association George S. Mickelson Memorial Fellowship. He is the past president of the national alliance of State Drug Enforcement Agencies and the Rocky Mountain High Intensity Drug Trafficking Area Program. He has also served as the chairman of the Governor's Substance Abuse and Violent Crime Advisory Board and the Association of State Criminal Investigative Agencies. Vicki Sickels, Former Meth Addict, Chemical Dependency Counselor - Vicki Sickels became addicted to methamphetamine in 1988 and finally gained lasting recovery a decade later after receiving long-term residential treatment. She then became certified as a substance abuse counselor and obtained her Master Social Worker License from the University of Iowa. She is currently employed as the chemical dependency counselor for a methamphetamine research program at Iowa Lutheran Hospital in Des Moines and does prevention work for the AIDS Project of Central Iowa. More Information on the Paladin Tank: The Paladin Tank has ~300-400 total spell damage which increases healing done. He has Righteous Fury buffed (of course) and the Libram of Souls Redeemed equipped which "Increases the benefit your Flash of Light and Holy Light receive from Blessing of Light by 105" (dropped off any of the Opera events in Karazhan). The Warlock is buffed with a single-target Blessing of Light. He also has Fel Armor on which increases "the amount of health generated through spells and effects by 20%". So basically the Warlock is buffed to hell with +healing taken. As soon as Tidewalker does Earthquake the Warlock is dropped to ~60% health and the Paladin Tank begins spamming top-rank Holy Lights on him. At the same time, the Warlock is spamming Life Tap to bring his life low enough so that he is taking full heals. Sometimes other classes will get healing aggro as well on the murlocs but they will have to use aggro drop abilities to keep them away, such as priests Fade. As soon as the murlocs arrive at the paladin tank, the should be standing in Consecration and attacking the paladin also generates more threat. Basically, as soon as the murlocs are attacking the paladin, there is a very slim chance that they will get pealed off.

Discussion of the problem of teenage drinking and driving, made in cooperation with the Yale Center of Alcohol Studies. 3 college men, one doing no drinking, one drinking beer and one drinking heavily are studied. Results are compared to effects of equivalent amounts in rats. Depicts an accidents resulting from only casual drinking before driving. Shows rat experiments, teenagers drinking in bar and dancing, and alludes to death of one couple because of driving while intoxicated. Producer: Centron Corporation. Young drivers are a high-risk group, partially because they are young and just learning the rules, but that is not the only reason. Young drivers often think they are invincible; that the crashes caused by teenage drinking and driving reported on the news will never happen to them. According to the Insurance Institute for Highway Safety, the youngest drivers are less likely to drive after drinking, but are more likely to crash when they do, because of inexperience with both alcohol and driving and the combination of the two. In 2003, 27 percent of 16-20-year-old passenger vehicle drivers fatally injured in crashes had high BACs (0.08 percent or more). The percentage of high BACs was much lower among females (13 percent) than among males (33 percent), and also was lower among 16-17-year-old drivers (16 percent) than among 18-19-year-old (30 percent) or 20-year-old (35 percent) drivers. In many high schools, students come face to face with the effects of teenage drinking and driving, with presentations from groups like Mothers Against Drunk Driving (MADD), or Students Against Destructive Decisions (SADD). These education programs help to raise awareness. The federal government has taken steps in the past decade to bring attention to the issue, and there are consequences for young drivers charged with drinking and driving. In many states, a teenager will lose their license for a period of a year or longer if they are convicted of driving while intoxicated. On November 28, 1995, President Clinton signed legislation that included a provision forcing states to adopt and enforce a "zero tolerance" policy against teenage drinking and driving. Since that legislation's inception, "zero tolerance" policies have been criticized, saying that such policies are unfair because they may unfairly punish an innocent teenager who may be driving an intoxicated friend home or because they are in the same area as a teen who has been drinking. It seems that zero tolerance policies may not be all bad however. According to the Insurance Institute for Highway Safety, studies of zero tolerance laws indicate they reduce crashes in [the 13-19] age group. A study of 12 states passing zero tolerance laws reported a 20 percent reduction in the proportion of fatal crashes that were single-vehicle nighttime events (crashes likely to involve alcohol impairment) among drivers ages 15-20. Alcohol and a teenage driver is a very dangerous combination, one that may be avoided through parental involvement and education.
