Abstract: This paper presents a fully independent security study of a Diebold AccuVote-TS voting machine, including its hardware and software. We obtained the machine from a private party. Analysis of the machine, in light of real election procedures, shows that it is vulnerable to extremely serious attacks. For example, an attacker who gets physical access to a machine or its removable memory card for as little as one minute could install malicious code; malicious code on a machine could steal votes undetectably, modifying all records, logs, and counters to be consistent with the fraudulent vote count it creates. An attacker could also create malicious code that spreads automatically and silently from machine to machine during normal election activities — a voting-machine virus. We have constructed working demonstrations of these attacks in our lab. Mitigating these threats will require changes to the voting machine's hardware and software and the adoption of more rigorous election procedures. Some Rights Reserved. The Center for Information Technology Policy at Princeton University studied the security a popular electronic voting machine by Diebold. Their study, titled "Security Analysis of the Diebold AccuVote-TS Voting Machine", and found serious security flaws "that undermine the accuracy and credibility of the vote counts". They were informed about the hack flaw in their system and boldly denied and ignored it. Diebold Machines Miscount New Hampshire Primary New Hampshire's 2008 primary election used Diebold "Accu-Vote" machines to scan and count 80% of the votes. These are the same machines that were hacked by the famous Finnish hacker Harri Hursti in "Hacking Democracy". NH's Diebold Accuvote optical scanners were re-approved for use in 2006 by the Ballot Law Commission. Four out of five political appointees voted to approve the machines after they heard four hours of testimony from citizens against the approval. Citizens came bearing scientific reports, like the VSTAAB report, a scientific study done on the technology by a group of experts at U Cal Berkeley and released on Valentines Day 2006. The Commission made their discretionary decision applying no criteria for ensuring the technology they were approving would secure the purity of the vote count. This video shows you what the Commission learned and their vote and rationale for approving the technology.

Princeton Scientists Create Vote-Stealing Program for Diebold AccuVote-TS A paper (and accompanying video) published by a group of Princeton computer scientists said that they created demonstration vote-stealing software that can be installed within a minute on a common electronic voting machine. The software can fraudulently change vote counts without being detected.

In September 2007 Finnish computer security specialist testified to the New Hampshire legislature and the NH Secretary of State. Hursti explained the risks and vulnerabilities of the tamper-friendly Diebold optical scanners counting 81% of New Hampshire ballots. The legislature and the Secretary of State responded to his testimony by doing absolutely nothing.
